Article 1 :

The present rules fix the conditions of the inscription of Creme and NRC horses in the French Creme Horse Register. It is established by the commission of the register and conforms with the rules of the American Creme Horse Registry this is approuved by the Minister of Agriculture after the commission of the stud book. The French National Stud (Les Haras Nationaux) is charged with applying these rules.

Article 2 :

Le French Creme Horse Register is comprised of :

1)    A repertory for stallions authorized as Breeding Stock
2)    A repertory for mares authorized as Breeding Stock.
3)    A repertory for foals registered by ascendance.
4)    A repertory for imported horses.
5)    A tentative repertory for horses.

6)    A list of breeders of Creme Horses.

Article 3 :

The only horses that can be called Creme are those who are registered in the "American Creme Horse Registry" (section creme or section breeding stock) in which the french Register is integrated.

Article 4 :

The registrations of the Creme Horses are made by ascendance, importation, ou tentative.

Article 5

Inscription by ascendance 1) From the 1st january 2006, is registered automatically by ascendance all foals born in France that cannot be registered in another stud book in France and which complies to the following conditions :

a) From two horses approuved by the French Register following the conditions of the sections 9 and 11 of which at least one parent is registered in the section creme.
    
        - both parents registered in the section creme.
        - one parent registered section creme and one registered section breeding stock
        - one parent registered section creme and one parent registered in a recognized international Quarter Horse Registry.
        - one parent registered section creme and one parent registered in a recognized international Lusitanien Registry.
        - one parent registered section creme and one parent registered in a recognized international Barbe / Arabe barbe Registry.  

b) From a declared service from an approuved stallion.

c) Having been declared t o the French National Stud within 15 days of the birth .

d) Having had the description of the foal taken by a qualified person whilst still with the mother and befre weaning.


e) Having been genotyped with both parents. Births from 2007.

f) Having had a mico chip placed by a qualified person.

g) Having obtained the " Certificate of Registration " from the 'American Creme Horse Registry which a copy certified conform by the owner is sent to the French National Stud.

h) Registered by the SIRE who delivers a passport for the horse.

2) Can also be registered under the same conditions any foal born in France from a registered mare who was served abroad by a registered stallion approuved by the American Creme Horse Registry.

Article 6:

Registration by importation. Creme Horses imported into France born in another country who has the certificat of registration by the American Creme Horse Registry can be registered in the creme register on the demande of the owner. They must send their dossier to the National Stud Pompadour with :
   
- The original identification document or european passport.

 - A photocopie certified conform by the owner of the " Certificate of Registration " by the American  Creme Horse Registry which will be inserted in the new document. A transaltion of the identification could be asked for.

 - An identification established in France by a qualified person.

-  A result of DNA typing.

- A check for the amount due for registering the horse. The owner will receive from the French National Stud an identification document and certificat for the race Creme,which includes the copy of the American Certificate of Registration.

The original Certificate of Registration is to be kept by the owner, this proves ownership to the American Creme Horse Registry.
The paper must be kept up to date with the transfers of ownership but it does not substitute the passport delivered by the French National Stud.

Article 7 :

Tentative Inscription.

Can be registered from 1st january till 31 december 2009 :

- Cream coloured horses without breeding with French ONC or OI papers who satisfy the conditions in the annexe V.

- Cream coloured horses with breeding with French OC papers who satisfy the conditions in the annexe V.

 

Article 8 :    

  Commission of the French Creme Horse Register
1)   Composition :
The commission of the French creme Horse Register is composed of :
         
         - 6 representants of breeders or users designed by the executive committee of the French Creme Horse Association, of which the presidant dont le Président de la commission.
         - 2 representants of the French National Stud designed by the director general, one of who is the secretary. On the initiative of the president experts can be called in for consultation.
2)  Missions :
The commission of the French creme Horse Register is charged :
         a) To propose all modifications to the present rules that are made by the American Creme Horse Registry
         b) To define a breeding programme to apply this and to propose any application relative at the amelioration of the race and its valorisation.
         c) To discuss any particular cases that have been sent to the French National Stud.

3) Fonctioning Rules :

The commission meets at the demend of the president or the majority of its members. The convocation must be adressed at least 15 days before the reunion. To vote the commission must be composed of at least 3 representants of the association and 1 representant of the National Stud. The descisions will made by the majority of the members present. in case of equal votes the presidents vote is preponderant. If the descisions or recommandations have a caracter public, les deliberations are confidentiel. The commission can appoint certain of its members to represent the association on its missions.

Article 9 :

Stallion approuval : To be approuved to reproduce in the creme register, stallions must from the 1st january 2008 :
      · have their identity document validated, their genotype determined, their passport up to date.
           · reply to one of the conditions below :

            - be registered in the French Creme Horse Register in section creme or section breeding stock.
            - be of crème colour (cremello ou perlino) registered in a recognized international Quarter Horse Registry.
            - be of creme colour (cremello ou perlino) registered in a recognized international Lusitanien Registry.
            - be of creme colour (cremello ou perlino) registered in a recognized international Barbe/Arabe Barbe  Registry.
            - Having been approuved by the commission
            - and having a negative result for Viral artheritis.

 -  must be presented, all futur stallions
             -  lusitanien stallions, already approuved in their race can be listed with the association by dossier, the dossier must include : a photocopy of his papers, a photocopy of the breeding approuval, and photos : front, back, both sides and one of head with eye visible.

   La commission must insure that the stallion complies with annexe IV.

      -  and must satisfy the veterinary conditions in annexe III.
            

The French documents for stallions do not substitute for the Stallion Breeders Report of the American Creme Horse Registry .

Article 10 :

Commission nationale d'approbation

1) The National Commission is composed of :

- 2 experts of the race accredited par la commission du stud-book, a representant of the National Stud designed by the Directer General, secretary.
- un représentant des Haras Nationaux désigné par le Directeur Général, secrétaire.

2)  Missions :

a) The National Commission will examine the male horses that can satify the access conditions for this commission. The commission will decide whether or not this horse can become a stallion for the race. If not, the reasons will be put down in writing signed by all members of the commission and kept by the National Stud. If a horse is refused it will be for a duration inferior or equal to one year.
b)  The National Commission will deal with tentative registrations.

Article 11 :

Mare approuval : The following mares are authorised to produce in the French Creme Horse Register :
            - be registered in the French Creme Horse Register in section creme or section breeding stock.
            - be of crème colour (cremello ou perlino) registered in a recognized international Quarter Horse Registry.

     
       - be of creme colour (cremello ou perlino) registered in a recognized international Lusitanien Registry.
            - be of creme colour (cremello ou perlino) registered in a recognized international Barbe/Arabe Barbe  Registry.
            - having had their passport validated and having their immatriculation card up to date.

         - having had a veterinary exam attested by the confirmation paper in the annexe II of the present rules.

Article 12 :

Reproduction Techniques : The foals born from artificial insemenation or from an embryonic transfer can be registered in the French register as of 2007.

No cloned foals will be registered in the registre français du Cheval Crème.
